HB 12-1103 Summary

• Allows county commissioners to exclude any or all parts of a county from the enhanced automobile emissions inspection program area by passing a resolution.
• Exclusion is permitted only if the excluded county area does not violate national ambient air quality standards for carbon monoxide or ozone established by the Environmental Protection Agency.
• Applies to counties currently in the enhanced emissions program area: Adams, Arapahoe, Boulder, Douglas, Jefferson, Larimer, Weld, Broomfield, and Denver.
• Takes effect August 7, 2012, unless a referendum petition is filed, in which case approval by voters in the November 2012 general election is required.
