Allows the board of directors of the Grand Valley Drainage District to adopt a resolution exempting the district from excavation requirements under Colorado law.

Exempts the district and its maintenance efforts concerning seepage and drainage works from all duties, obligations, and liabilities arising under Article 1.5 of Title 9, C.R.S.

The exemption resolution, once adopted, remains in force until the board repeals it.

Adds exemption authority to Colorado Revised Statutes Section 37-31-137 (district powers) and creates new Section 9-1.5-108 specifically authorizing the Grand Valley Drainage District exemption.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
