HB 12-1108 Summary

• Expands Colorado Department of Transportation authority to erect, administer, and maintain advertising and informational signs within highway rights-of-way in populated areas outside transportation management areas, as determined by the U.S. Census Bureau.

• Removes the restriction limiting sign placement to only the interstate system in urbanized areas, allowing signs on broader highway rights-of-way.

• Signs must still display advertising and information of interest to the traveling public, pursuant to federal authority under 23 U.S.C. secs. 109(d), 131(f), and 315 and 49 CFR 1.48(b).

• Takes effect on August 8, 2012, unless a referendum petition is filed within the 90-day period after final adjournment, in which case approval by voters at the November 2012 general election is required.
