Adds Article 6.5 to Title 29 of Colorado Revised Statutes to authorize local governments to permit charitable solicitations from motorists on public roadways.

Local governments may allow charitable organizations to solicit donations from motorists standing in or adjacent to public roadways, subject to local discretion.

Solicitations are limited to a maximum of 5 days per calendar year per charitable organization within a local government's jurisdiction.

Defines "charitable organization" and "charitable purpose" by reference to existing Colorado law (Section 6-16-103, C.R.S.) and applies to counties, towns, cities, and other local entities with ordinance authority.

Legislation was motivated by firefighters' "Fill the Boot" campaigns historically used to raise funds for medical research, health care services, and summer camps for children with muscular dystrophy.
