Establishes a medication take-back program administered by the Division of Administration in the Department of Public Health and Environment to divert medications from landfills and water disposal.

Creates the Medication Take-Back Program Fund supported by gifts, grants, and donations to provide grants to local public or private entities for medication collection and disposal through incineration or other approved methods.

Provides immunity from liability to local program sponsors and participants, except for conduct that negligently, willfully, or knowingly violates applicable law.

Prohibits disposal of medications in water effective January 1, 2017, including through dumping or flushing into toilets, sewers, surface water, or groundwater; allows disposal through local program drop boxes, approved sites, hazardous waste facilities, or domestic solid waste.

Requires the General Assembly's legislative service agencies to conduct a post-enactment review of the bill's implementation by July 1, 2017, and report findings to relevant legislative committees.
