Requires the general assembly to appropriate state funds up to $300,000 each year for fiscal years 2012-13 and 2013-14 to match federal funds received by the Colorado Office of Economic Development for small business development centers.

Allows the general assembly to appropriate funds to make up the difference if federal funding drops below the fiscal year 2011-12 level, up to $300,000 per year.

Directs the state director of small business development centers to use up to 15% of appropriated funds for awareness campaigns and equitably distribute the remainder to existing centers and, where possible, to reestablish centers closed since January 1, 2007.

Requires the Colorado Office of Economic Development to report to the Business, Labor, and Technology Committee and the Economic and Business Development Committee by January 15, 2013 and 2014 on fund disbursement and measurable results including capital formation and jobs created.

Sunsets the entire provision effective July 1, 2014.
