Establishes a special "Child Loss Awareness" license plate available for motorcycles, passenger cars, trucks, and noncommercial vehicles weighing 16,000 pounds or less, beginning January 1, 2013 or when the department is able to issue them.

The department may stop issuing the plates if 3,000 plates are not issued by July 1, 2017, but persons who obtained the plates by that date may continue using them indefinitely.

The Rowan Tree Foundation may design the special license plates if the design conforms to department standards.

Applicants pay standard motor vehicle license plate taxes and fees plus a one-time $25 issuance or replacement fee, with the additional fee credited to the Highway Users Tax Fund.

Appropriates $2,960 to the Department of Revenue for information technology services and $17,760 for purchase of special license plates related to implementation, for fiscal year beginning July 1, 2012.
