State Board of Education must promulgate rules by July 1, 2014, to include cooperating teachers' work in educator evaluations and create incentives for teachers to become cooperating teachers.

Cooperating teachers must have at least three years of teaching experience and non-probationary status beginning in the 2012-13 academic year.

Beginning in the 2012-13 academic year, cooperating teachers must successfully complete an assessment of readiness approved by the Department of Education and conducted by principals, school districts, or higher education institutions.

Beginning in the 2013-14 academic year, cooperating teachers must complete professional development including mentoring capacity, observation skills, feedback, professional conversations, and collaborative work.

Phased implementation requires 60% of cooperating teachers to have effective or highly effective ratings by 2015-16, increasing to 75% by 2016-17 and 100% by 2017-18.
