Prohibits public entities from permitting automotive service stations, truck stops, fueling stations, or convenience stores on rights-of-way of the interstate system.

Allows public entities to maintain existing interstate public rest areas and construct new ones as permitted by law, and to place state-operated vending machines in rest areas and safety rest areas.

Prohibits public entities from retailing motor fuel for public use or contracting with private entities to retail motor fuel at truck stops, fueling stations, convenience stores, or other automotive service stations.

Prohibition does not apply retroactively to existing truck stops, fueling stations, convenience stores, or other automotive service stations already retailing motor fuel before the effective date.

Exempts restaurants and service centers related to golf courses and souvenir shops located on or near public land, state highways, toll roads, or similar infrastructure from the prohibition.
