Authorizes Colorado higher education systems and state institution campuses to enter unlimited term employment contracts with non-tenure-track classroom teachers for up to three years.

Permits an unlimited number of term employment contract extensions lasting no more than three years for half-time or longer non-tenure-track classroom teaching appointments.

Allows employees under these contracts to perform duties beyond classroom teaching as specified in their contract or contract extension.

Requires contracts to include a provision rendering them unenforceable if the institution ceases to be an enterprise under the state constitution or lacks sufficient cash reserves to fulfill contract terms during the contract period.

Takes effect August 8, 2012, unless subject to a referendum petition, in which case it takes effect upon voter approval at the November 2012 general election.
