Designates the western tiger salamander (Ambystoma mavortium) as the official state amphibian of Colorado by adding section 24-80-911.4 to the Colorado Revised Statutes.

Declares that the designation of the western tiger salamander as state amphibian shall not stop, delay, or otherwise impede any public or private construction project or agriculture activity from proceeding.

Takes effect at 12:01 a.m. on the day following the expiration of the 90-day period after final adjournment of the general assembly (August 8, 2012, if adjournment occurs on May 9, 2012).

Subject to referendum petition under Colorado Constitution Article V, Section 1(3); if challenged, the act requires approval by voters at the November 2012 general election to take effect.
