Parents of students in schools operating under a priority improvement or turnaround plan for at least 2 consecutive years may petition the state board to direct school reform by implementing specific actions.

Petitions must be signed by at least 60% of families for schools in their first 2 years under improvement plans, or more than 50% for schools exceeding 2 years, and must be submitted by November 1 or January 15 depending on appeal status.

The state board must place petition consideration on the agenda for its next regularly scheduled public meeting and may accept, reject, or reconsider the petition request.

If the state board accepts a petition, it may direct the commissioner to assign a state review panel for evaluation and recommendations, or direct the local school board or charter school institute to implement one of the specified reform actions.

The local school board or institute must select and implement the reform action within 30 days, with opportunity for parent testimony, and must implement by the following school year unless the state board grants an extension of up to one year.
