Requires interested parties objecting to a proposed special district's service plan to be either a taxpayer or eligible elector of the proposed district to receive notice and appear at court hearings, restricting participation rights to those with direct financial or voting interest.

Changes court hearing notice delivery from registered mail to certified mail for notices sent to county commissioners and entitled parties.

Allows courts to name a person experienced in conducting special district elections as the designated election official, expanding beyond the previous requirement to name the county clerk and recorder or another eligible elector.

Requires all property exclusion requests to include a legal description of the property sought to be excluded from the proposed special district.

Takes effect August 7, 2012, subject to potential referendum petition requiring voter approval in November 2012.
