Repeals the "Colorado Inedible Meat Rendering and Processing Act of 1967" (article 59 of title 35) and consolidates its provisions into the Colorado Feed Law.

Authorizes the commissioner to establish record-keeping and operating requirements for commercial feed producers through rulemaking in accordance with the State Administrative Procedure Act.

Requires commercial feed labels to contain specific information as determined by the commissioner, with exceptions allowed when specified in administrative rules.

Empowers the commissioner to issue stop distribution orders and conduct seizures and condemnation proceedings for feed in violation of state regulations, with provisions for distributors to request compliance opportunities before condemnation.

Takes effect July 1, 2012, and is declared necessary for the immediate preservation of public peace, health, and safety.
