Applies to Colorado counties with populations under 70,000 where county commissioners currently consist of 3 members elected county-wide.

Allows registered electors to change the election method so commissioners are elected only by voters in their respective districts, or to revert from district-only elections back to county-wide elections.

Changes can be initiated by board resolution submitted to voters or by citizen petition signed by at least 8% of qualified electors voting for Secretary of State in the last general election.

Current commissioners' terms remain unaffected; new election method applies only to commissioners elected after voter approval.

Takes effect August 7, 2012, unless subject to referendum petition, in which case effectiveness depends on voter approval in November 2012 election.
