Establishes a Water Resources Review Committee requirement to hold at least one public meeting by October 1, 2012 to review proposed nutrient control regulations for nitrogen and phosphorus in Colorado surface waters.

Committee must evaluate whether proposed revisions to Regulation No. 31 and adoption of new Regulation No. 85 comply with Executive Order D 2011-005, reflect active stakeholder participation, fully consider cost-benefit studies, minimize fiscal impact, and address basin-specific conditions.

Committee shall deliver findings report to the Water Quality Control Commission by November 1, 2012.

Prohibits the Water Quality Control Commission from adopting nutrient standards and control regulations unless specifically approved by the General Assembly through separate bill passage (not the annual regulatory bill).

Subsection repeals effective July 1, 2013, with provisions applying to all rules adopted before, on, or after the bill's effective date.
