• State agencies must annually report to the office of the state architect information demonstrating that increased initial costs of high performance standard certification are being recouped through operational savings.

• Annual reports must include information about building performance based on the state-assisted facility's utility consumption.

• Removes the existing exemption that allowed state-assisted facilities to be exempted from high performance standard requirements due to extenuating circumstances.
