Amends Part V of the 2011 long bill budget for the Department of Health Care Policy and Financing for fiscal year 2011-12, adjusting appropriations across multiple program areas.

Increases medical services premiums appropriation by $386,665, comprised of $38,666 from local county funds and $347,999 from federal funds.

Appropriates additional general fund moneys totaling $11.8 million to cover overexpenditures from fiscal year 2009-10 for medical services, mental health programs, pediatric specialty hospital, and other medical services.

Appropriates $31.6 million in cash funds for fiscal year 2009-10 medical services premiums, drawn from hospital provider fees ($20.9 million), recoveries and recoupments ($6.4 million), nursing facility funds, health care expansion fund, and other sources.

Releases spending restrictions on Department of Health Care Policy and Financing appropriations for the 2011-12 fiscal year in accordance with state budget law.
