HB 12-1197: Supplemental Appropriation to the Department of Revenue

• Appropriates $293.4 million total to the Colorado Department of Revenue for fiscal year 2011-2012, amending the original appropriation in SB 11-209.

• Funds nine major divisions: Executive Director's Office ($38.2 million), Central Department Operations ($12.5 million), Information Technology ($5.7 million), Taxation Business Group ($46.3 million), Motor Vehicles ($34.6 million), Motor Carrier Services ($8.1 million), Enforcement Business Group ($51.6 million), and State Lottery ($97.5 million).

• Allocates $20.7 million in special purpose funds including $11.5 million cigarette tax rebate, $7.8 million for Old Age Heat and Fuel assistance, and $1.3 million Amendment 35 distribution to local governments.

• Establishes funding sources from multiple cash funds including Highway Users Tax Fund, Licensing Services Cash Fund, State Lottery Fund, and various specialized license and enforcement funds.

• Includes intent language limiting Limited Gaming Division administrative expenses to no more than 5.0 percent of Amendment 50 revenues.
