Authorizes the General Assembly to annually appropriate moneys from the Tobacco Education Programs Fund to the Department of Health Care Policy and Financing beginning in fiscal year 2011-12 to obtain federal matching funds for the Colorado Quitline program.

Appropriates $288,658 from the Tobacco Education Programs Fund for fiscal year 2011-12 to support the Colorado Quitline cessation program.

Transfers $577,316 from the Department of Health Care Policy and Financing Medical Services Premiums line item to the Department of Public Health and Environment for tobacco education, prevention, and cessation grants.

Makes corresponding adjustments to appropriations across multiple departments and fund sources to accommodate the tobacco fund transfer for the Quitline program.

Includes conditional effective date provisions tied to the passage of House Bills 12-1184 and 12-1194 to avoid duplicate appropriations.
