Establishes a systematic process for the Committee on Legal Services to identify and recodify 1-5 statutory titles annually beginning December 31, 2012, until all Colorado Revised Statutes titles are reviewed and updated.

Directs the Office of Legislative Legal Services to conduct comprehensive reviews of identified titles and report recommendations to the Committee by December 31 of the following year for committee-sponsored legislation.

Authorizes the Committee to designate a subcommittee to study titles and solicit comments from affected state agencies, bar association, judicial department, and interested persons and organizations.

Requires reviews to address overall organization, numbering, grammar and spelling, obvious errors, modernized language, conflicting or obsolete provisions, and other nonsubstantive technical matters that improve clarity without changing substance or legislative intent.

Takes effect 90 days after final adjournment of the General Assembly (August 8, 2012), subject to referendum petition provisions.
