Establishes the "Uniform Electronic Legal Material Act" as Article 71.5 in Colorado law, creating standards for official electronic publication of Colorado's Constitution, session laws, revised statutes, and state agency rules.

Requires official publishers to authenticate electronic records, preserve them with backup and disaster recovery provisions, and ensure public access on a permanent basis for designated official electronic legal materials.

Provides that authenticated electronic records are presumed to be accurate copies, with parties contesting authentication bearing the burden of proving inaccuracy by preponderance of evidence.

Appropriates $198,912 from the department of state cash fund for the fiscal year beginning July 1, 2012, to cover information technology services for implementation.

Takes effect on March 31, 2014, but subject to 90-day referendum petition period; if challenged, requires voter approval at the November 2012 general election.
