• Amends habitual criminal penalty statutes to exclude escape convictions from counting toward habitual criminal designations, except for escapes from correctional facilities or county jails.

• Convictions under escape statutes 18-8-208 and 18-8-208.1 cannot be used to adjudicate a person as a habitual criminal unless the escape occurred from a correctional facility or from physical custody within a county jail.

• Maintains existing habitual criminal penalties of three times the maximum presumptive range for two prior felony convictions and four times the maximum presumptive range for three prior felony convictions.

• Applies to offenses committed on or after the bill's effective date.

• Designates the act as necessary for immediate preservation of public peace, health, and safety.
