Redirects Colorado driver licensing and vehicle registration fees from the highway users tax fund to a new licensing services cash fund for fiscal years 2012-13 through 2014-15 to finance Division of Motor Vehicles operations.

Modifies fee allocations for instruction permits, driver's licenses, commercial driver's licenses, and duplicate licenses, directing portions to the licensing services cash fund instead of the highway users tax fund during the specified fiscal years.

Adjusts general fund appropriations to the Department of Revenue by decreasing general fund support by approximately $14.2 million and increasing cash fund support from the licensing services cash fund by the same amount for FY 2012-13.

Transfers excess motorist insurance identification fees to the licensing services cash fund rather than the Colorado state titling and registration account during fiscal years 2012-13 through 2014-15.

Takes effect July 1, 2012 and includes a safety clause declaring the act necessary for preservation of public peace, health, and safety.
