• Establishes Colorado State University - Global Campus as an online baccalaureate and graduate institution offering upper division degree completion programs for nontraditional students in partnership with the Colorado Community College System.

• Places CSU Global Campus under the general supervision and control of the Board of Governors of the Colorado State University System, with the CSU Global Campus President serving as chief executive officer.

• Increases Board of Governors membership from thirteen to fifteen members by adding two advisory representatives: one CSU Global Campus student and one CSU Global Campus faculty member with minimum three years of service.

• Grants the Board of Governors expanded authority over fiscal affairs, fund control, and personnel matters for all entities in the system, with ability to delegate personnel powers to individual university presidents.

• Takes effect August 8, 2012, subject to potential referendum petition; if challenged, bill requires voter approval at November 2012 general election to take effect.
