Establishes a process for school district boards of education and the state charter school institute to apply for designation as "model authorizers" by submitting an application, evidence of good practice, and a fee.

Model authorizer designation must be renewed annually and exempts designated authorizers from certain statutory charter application and renewal procedures, allowing them to establish their own requirements instead.

Provides model authorizers a rebuttable presumption that their decisions on charter applications, nonrenewal, revocation, or imposition of conditions are valid on appeal to the state board of education.

Requires the state board to adopt rules by July 15, 2013 establishing designation procedures, required practices (including consistently meeting standards, actively engaging in new charter school development, sharing facilities, including charters in bond elections, and providing transportation), and a scoring rubric.

Creates the model authorizer cash fund to receive application fees, with moneys subject to annual appropriation to the department of education for implementing the program.
