Department of Health Care Policy and Financing shall contract for one or more studies of redesigning long-term services and supports systems for persons with developmental disabilities, funded through gifts, grants, and donations.

Department is exempt from competitive bidding requirements under the Procurement Code when selecting study contractors and must provide all study reports to the Senate Health and Human Services Committee, House Health and Environment Committee, and Joint Budget Committee.

If a study finds that system redesign would result in cost savings or increased recipient satisfaction, the department is authorized to seek federal authorization to implement changes and request appropriations during the next budget cycle.

At least one study must be completed by January 1, 2014, and must analyze current Colorado systems, best practices in other states, how home- and community-based services waivers can be made more consumer-driven, and recommendations for redesign.

The entire provision is repealed effective July 1, 2015.
