Amends Colorado Revised Statutes 24-72-204 to allow the Department of Revenue to grant licensed private investigators access to certain motor vehicle records.

Permits private investigators licensed under Section 12-58.5-105, C.R.S., licensed private investigative agencies, and licensed security services to inspect motor vehicle information for purposes allowed under the statute.

Requires requestors to obtain a completed requestor release form under Section 42-1-206(1)(b), C.R.S., before accessing the records.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 8, 2012, if adjournment sine die is on May 9, 2012), unless subject to a referendum petition filed by November 2012.

Governor John W. Hickenlooper approved the bill.
