Governor's office must review gubernatorial appointment processes to state boards and commissions to assess whether they allow for diverse representation considering geographic, political background, expertise, and life/work experience factors.

Governor's office must evaluate whether appointment processes can be made more uniform and consistent across different boards and commissions.

Governor's office must develop recommendations for attracting the broadest applicant pool using all available media and mechanisms to increase awareness among the general public and specific interest groups.

Legislative Council must conduct the same review and recommendations process for legislative appointments to state boards and commissions.

Both the Governor's office and Legislative Council must submit findings and recommendations reports to the General Assembly by December 15, 2013; both statutory provisions automatically repeal July 1, 2015.
