• Creates a 13-member task force to study pooling of health care insurance resources among state and local government employees during the 2012 interim period.

• Task force must research innovative strategies to leverage purchasing power for expanding health care coverage at lowest taxpayer cost while addressing federal and state law impediments.

• Task force composition includes representatives from the Department of Personnel, Commissioner of Insurance, county and municipal governments, educational associations, retirement associations, and state/local employees, with all appointments due by June 15, 2012.

• Task force must meet at least 4 times beginning no later than August 1, 2012, hold public meetings, solicit testimony and data, and submit written findings and recommendations to relevant legislative committees by December 15, 2012.

• Members serve without compensation or expense reimbursement, with staff support provided by existing Department of Personnel employees; statute repeals effective July 1, 2014.
