• Modifies the payday schedule for Colorado state employees paid on a biweekly basis, reversing a previous payday shift that began in 2003.

• Establishes three payroll periods: salaries for May 31-June 13, 2003 remain paid on July 1, 2003; salaries for work through June 30, 2012 continue paid on the first working day of July; and effective July 1, 2012, biweekly salaries shall be paid fourteen days after the last day of the fourteen-day pay period.

• Appropriates $2,081,015 for fiscal year beginning July 1, 2012 to implement the payday changes, distributed across multiple state departments including $984,145 to Human Services, $285,719 to Health Care Policy and Financing, and $228,047 to Natural Resources.

• Designates medicaid funds transferred from the Department of Health Care Policy and Financing as the source of reappropriated funds for the Department of Human Services.

• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
