Creates the Legal Services Cash Fund in the state treasury to receive all moneys paid by state agencies for legal services provided by the Department of Law.

Allows the Department of Law to solicit, accept, and expend gifts, grants, and donations from public and private sources that are not subject to conditions inconsistent with state law, with funds transmitted to the state treasurer and continuously appropriated to the department.

Moneys in the Legal Services Cash Fund and all interest earned are subject to annual appropriation by the General Assembly for direct and indirect costs of providing legal services and litigation expenses.

Requires unexpended moneys in the fund at the end of each fiscal year to remain in the fund rather than being transferred to other funds.

Repeals the grants and donations authorization provision effective July 1, 2015; takes effect July 1, 2012.
