Limits the general assembly's appropriation of tobacco settlement moneys to the state auditor's office to one-tenth of one percent of total settlement moneys received, but only through the 2011-12 fiscal year.

Beginning in fiscal year 2012-13 and thereafter, the state auditor's office shall receive $89,000 annually from tobacco settlement moneys for program review and evaluation costs under section 24-75-1104.5(1.5)(a)(XII).

Reduces the short-term innovative health program grant fund allocation by $250,000 for the 2011-12 fiscal year, and by $339,000 for fiscal year 2012-13 and each year thereafter.

Requires any unencumbered moneys remaining with the state auditor's office at the end of any fiscal year ending before July 1, 2012, to be transferred to the tobacco litigation settlement trust fund.

Takes effect upon passage, except that provisions regarding the short-term innovative health program grant fund apply only if House Bill 12-1247 does not become law.
