Requires each state institution of higher education to develop, maintain, and make publicly available a searchable, online revenue and expenditure database by July 1, 2013.

State institutions must include and exclude the same financial information as the Department of Transportation, with databases updated at least every five business days.

Requires separate identification of each professor with detailed information including annual salary, benefits, travel expenses, other payments, number of classes taught, and grant moneys received.

Appropriates $1,000,000 to the four governing boards ($250,000 each to Colorado State University System, University of Colorado, Colorado School of Mines, and University of Northern Colorado) plus $43,781 and 0.5 FTE to the Office of Information Technology for implementation.

Act takes effect August 8, 2012, unless a referendum petition is filed, in which case it requires approval by voters in November 2012.
