Increases conservation trust fund allocation to metropolitan districts providing parks and recreation services exclusively in unincorporated county areas from one-half percentage to full percentage based on district population within the county.

Metropolitan districts must meet eligibility criteria: 1,000+ residents, elected board members only, public parks and recreation facilities open to all residents, and must opt-in to receive the increased allocation.

Creates the Conservation Trust Fund Allocation Expense Fund to receive gifts, grants, and donations from private and public sources to implement the amendment, subject to annual legislative appropriation.

Appropriates $19,250 and 0.1 FTE for fiscal year 2012-2013 to the Department of Local Affairs ($3,010 for personal services and $16,240 for computer center services) and $16,240 to the Governor's Office of Information Technology for related costs.

Becomes effective July 1, 2012 and repeals the donation-funding mechanism on July 1, 2015.
