HB 12-1255: Ending Continuous Appropriation of State Moneys

• Ends all continuous appropriations from the general fund or any cash fund to state agencies effective July 1, 2012.

• Requires the general assembly to annually appropriate moneys that were previously subject to continuous appropriation for the same purposes.

• Prohibits the general assembly from establishing new continuous appropriations to state agencies for any state fiscal year beginning on or after July 1, 2012.

• Defines "state agency" to include departments, commissions, councils, boards, bureaus, committees, institutions of higher education, and other governmental units of the executive, legislative, or judicial branches of state government.

• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
