• Defines "alternative fuel vehicle" to include automobiles, trucks, buses, boats, airplanes, trains, and other motorized equipment powered by liquefied petroleum gas, natural gas, electricity, or combinations thereof.

• Exempts persons generating, reselling, or distributing electricity, natural gas, or liquefied petroleum gas for alternative fuel vehicle charging and fueling facilities from public utility regulation.

• Allows owners or operators of facilities that generate renewable electricity on-site for alternative fuel vehicle charging to avoid public utility regulation if the generation complies with applicable renewable resource standards for their utility type.

• Requires owners or operators of alternative fuel vehicle charging facilities to purchase electricity from public utilities unless they generate their own renewable electricity on-site as authorized.

• Establishes that unregulated alternative fuel services provided by public utilities cannot be subsidized by their regulated services, and treats electricity or natural gas sales to such facilities as retail transactions with equal infrastructure priority to other customer needs.
