Enacts amendments to Colorado's Uniform Commercial Code (UCC) Article 9 regarding secured transactions, effective July 1, 2013.

Expands the definition of "authenticate" to include attaching electronic sounds, symbols, or processes to records; expands "certificate of title" to include alternative records maintained by government units; adds definitions for "public organic record" and clarifies "registered organization" to include business trusts.

Modifies rules for perfecting security interests in electronic chattel paper, determining debtor location, and handling debtor name changes on financing statements, including new requirements for individual debtors' names and trust-related collateral.

Adds transition provisions allowing financing statements filed before July 1, 2013, to remain effective under prior law while permitting continuation through new filing procedures; establishes one-year period for compliance with new perfection requirements.

Changes terminology from "correction statement" to "information statement" and expands its use to allow secured parties to challenge wrongful filings by others.
