Transfers health facility building and fire safety compliance functions from the Department of Public Health and Environment to the Division of Fire Safety within the Department of Public Safety, effective July 1, 2013

Creates the Health Facility Construction and Inspection Section within the Division of Fire Safety to conduct plan reviews, inspections, and issue certificates of compliance for health facility buildings

Establishes a Health Facility Construction and Inspection Cash Fund to collect fees from health facility inspections and plan reviews, with all moneys appropriated by the General Assembly for program expenses

Creates a Health Facility Construction and Inspection Program Board of Appeals with seven members to hear appeals of inspection decisions and advise the director on program standards and rules

Transfers all functions, personnel, and property of the Department of Public Health and Environment related to health facility building and fire code administration to the new Division section as of July 1, 2013
