Increases the disclosure threshold for candidate committees in special district elections from $20 to $200 in the aggregate contributions or expenditures during an election cycle under Colorado's Fair Campaign Practices Act.

Candidate committees in special district elections are not required to file disclosure reports until they receive contributions or make expenditures exceeding $200 in the aggregate during the election cycle.

The provisions apply to any portion of an election cycle or calendar year remaining after the effective date and to any election cycle or calendar year commencing after the effective date.

The act takes effect on August 8, 2012, unless a referendum petition is filed, in which case it becomes effective only upon approval by voters at the November 2012 general election.

Governor John W. Hickenlooper approved the bill.
