Increases the annual purchase limit for alcohol beverage retailers with on-premises consumption licenses from $500 to $2,000 per calendar year when buying from licensed wholesalers.

Applies the $2,000 limit to nine license types: beer and wine, hotel and restaurant, tavern, retail gaming tavern, brew pub, club, arts, racetrack, and vintner's restaurant licenses.

Allows licensees to purchase goods up to the $2,000 threshold from wholesalers in addition to their regular supplier relationships.

Takes effect at 12:01 a.m. on August 8, 2012, unless a referendum petition is filed, in which case it requires voter approval at the November 2012 general election.
