Extends enhanced unemployment insurance benefits through June 30, 2014 (previously scheduled to end June 30, 2012) for claimants engaged in approved training programs.

Expands approved training programs to include employer-based training and entrepreneurial training programs, in addition to vocational training and registered apprenticeships.

Extends reporting requirements to December 31, 2013 and replaces administrative cost analysis with return on investment calculations that measure benefits and fiscal contributions of program participants who become employed.

Allows the Division of Employment to seek and accept gifts, grants, and donations from public or private sources to fund outreach and implementation costs, subject to annual appropriation by the General Assembly.

Appropriates $47,198 from the employment support cash fund to the Department of Labor and Employment for fiscal year 2012-13 to implement the act, with authorization for up to $8 million in obligations for fiscal years 2012-13 and 2013-14.
