• Consolidates notary public fee collection and administration into the Department of State cash fund instead of a separate notary administration cash fund, effective upon the bill's enactment.

• Authorizes the Secretary of State to require notary applications and renewals to be filed electronically and to exchange applicant information with the Department of Revenue for verification purposes.

• Expands disciplinary actions available against notaries to include suspension with conditions (such as retraining) and non-disciplinary letters of admonition, in addition to existing revocation authority.

• Modifies notary seal requirements to mandate rectangular seals containing the notary's printed legal name, identification number, commission expiration date, "STATE OF COLORADO," and "NOTARY PUBLIC," and eliminates the requirement for seal embossers.

• Adjusts appropriations by decreasing the notary administration cash fund by $209,592 and increasing the department of state cash fund by the same amount for fiscal year 2012-2013, with an additional $22,400 appropriated for information technology implementation services.
