• Creates a Wildlife Sporting special license plate available for motorcycles, passenger cars, trucks, and non-commercial recreational vehicles under 16,000 pounds, with issuance beginning January 1, 2013 or when the department is able to issue.

• Establishes fees of $25 one-time issuance fee (to Highway Users Tax Fund), $10 one-time fee (to Wildlife Cash Fund), and $25 annual renewal fee (to Wildlife Cash Fund, minus up to $2 for administrative costs).

• Authorizes the Division of Parks and Wildlife to design the plate in consultation with sportsmen's advisory groups and may discontinue issuance if 3,000 plates are not issued by July 1, 2017.

• Dedicates revenue from the $10 and $25 fees to grants for creating and enhancing shooting ranges and hunter education programs, and for improving fishing opportunities through grants to local governments and angling organizations.

• Appropriates $68,080 to the Department of Revenue for computer programming and services, plus $17,760 for license plate purchases related to implementation.
