Commission authorized to license no more than 2 lottery retailers as pari-mutuel licensees to install and operate video lottery terminals (VLTs) at a single site west of the Continental Divide, at least 100 miles from Central City, Black Hawk, and Cripple Creek.

VLTs limited to maximum 2,500 terminals per retailer site and must be located in age-controlled areas on premises owned or controlled by the retailer; local approval required by governing body or majority of electors before installation.

Lottery retailers receive 70 percent of net machine income from VLTs; remaining proceeds distributed according to state constitution's Great Outdoors Colorado program.

Colorado College Scholarship Fund created to receive revenues that would otherwise go to the general fund; moneys used to fund scholarship program enacted by the 2013 legislature to increase Colorado resident access to undergraduate postsecondary education.

Local governments may impose video lottery impact fees up to $5 million annually (adjusted for inflation) to defray on- and off-site impacts related to VLT operations.
