Amends Colorado Revised Statutes 30-28-136 to allow the Colorado Geological Survey to exempt review of geologic factors in preliminary subdivision plans upon written request from the board of county commissioners or authorized representative.

Maintains the requirement that the Colorado Geological Survey evaluate geologic factors with significant impact on proposed land use, but makes this evaluation optional rather than mandatory when exemption is requested.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 8, 2012, if adjournment occurs May 9, 2012).

Exempts the bill from taking effect unless approved by voters at the November 2012 general election if a referendum petition is filed within the ninety-day period.
