Creates a legislative interim committee to study small business financing issues in Colorado during the 2012 interim period.

Committee composition includes three Senate members (two appointed by Senate President, one by Senate Minority Leader) and three House members (two appointed by Speaker, one by House Minority Leader).

Committee must meet with small business lenders and business owners to assess unfilled capital and loan needs that discourage business expansion.

Committee shall identify potential changes to Colorado laws affecting small business financing to better enable business capital formation.

Section automatically repeals effective July 1, 2013, and act takes effect August 8, 2012, unless subject to referendum petition requiring voter approval.
