Defines "local government" to include home rule or statutory cities, towns, territorial charter cities, or cities and counties, but excludes counties and home rule counties.

Defines "utility purposes" as use or management of property reasonably related to providing electric, natural gas, water, wastewater, and telecommunication services.

Requires local governments owning land with at least 50 percent forest or wildland area outside their territorial boundaries but inside a county to enter intergovernmental agreements with the county for wildland fire mitigation by July 1, 2012.

Allows local governments owning utility-purpose land in counties to either enter an intergovernmental agreement with the county or an agreement with the Colorado State Forest Service, with notification to affected counties.

Requires parties to fire mitigation agreements to consult with utility providers that have facilities in affected areas regarding agreement provisions that could impact those providers.
