• Requires the Office of Information Technology to develop comprehensive risk assessments for all new IT projects to determine if they qualify as "major information technology projects."

• Mandates that major IT projects include specific plan components: project manager identification, business case aligned with agency goals, business requirements, information security requirements, disaster recovery plan, business continuity considerations, independent verification and validation, and funding strategy for maintenance and eventual disposal.

• Requires state agencies to consult with and obtain Office approval of project plans for major IT projects before commencing work, and to obtain approval for any significant changes to plans or budgets.

• Establishes the Chief Information Officer's duty to develop a staged review process ensuring IT projects meet specific requirements and comply with approved project plans.

• Makes the purchase of Office of Information Technology services eligible as capital construction when it represents the most cost-beneficial option or falls within the office's duties and responsibilities.
