Exempts collector's items and horseless carriages from the $25 per month late registration fee in Colorado.

Adds new subsection (3)(d) to Colorado Revised Statutes section 42-3-112 to establish the exemption for vehicles subject to taxation under article 42-3.

Applies to vehicles defined as collector's items under section 42-12-101 or horseless carriages registered under section 42-12-301.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
